From Data to Action: Introducing AI-Powered Instructional Ideas for Pre-ETS

Delivering effective Pre-Employment Transition Services requires more than collecting data. It requires knowing how to respond.

For years, the Transition Readiness Toolkit has helped providers use Progress Tools to measure student growth across core Pre-ETS domains. Those results highlight strengths and areas for development; however, the next question is often the most important: What services or activities should come next?

With the release of Instructional Ideas (Beta), providers can now move directly from Progress Tool results to targeted Pre-ETS activities designed to strengthen specific skill areas.

Turning Progress Tool Results Into Targeted Pre-ETS Activities

Instructional Ideas uses student Progress Tool data to generate structured transition services and activities aligned to the lowest-scoring items within a selected domain.

Rather than stopping at a domain score, providers can now draft service activities connected to:

  • Job Exploration Counseling
  • Workplace Readiness Training
  • Counseling on Postsecondary Opportunities
  • Instruction in Self-Advocacy
  • Work-Based Learning
  • Financial Literacy
  • Independent Living
  • Communication and Social Skills
  • Orientation and Mobility

This approach supports more intentional Pre-Employment Transition Services under WIOA; it helps ensure that services are aligned to documented student needs rather than generalized programming.

When viewing the results of a Progress Tool submission, users can click “Get Instructional Ideas.” The system then generates structured transition services and activities aligned to the student’s specific evaluation results.

Customizing Instructional Ideas for Individual Student Needs Pre-ETS services are most effective when they reflect both data and individual context.

Before generating content, providers can customize the output by selecting:

  • Domain-wide or item-specific recommendations
  • Student age
  • Individual support needs
  • Additional contextual notes

This ensures that suggested activities reflect not only the student’s Progress Tool results, but also functional needs, accommodations, and service environment considerations.

Each generated activity includes clear objectives, materials needed, step-by-step guidance, provider tips, and defined outcomes. The structure supports consistency across providers while allowing professional judgment and flexibility.

Strengthening Data-Driven Pre-Employment Transition Services

Under WIOA, Pre-Employment Transition Services are designed to build readiness for competitive integrated employment. Instructional Ideas supports this work by helping providers:

  • Target specific skill gaps within Pre-ETS domains
  • Align transition services with documented evaluation results
  • Draft structured activities quickly
  • Support measurable student growth over time

By connecting Progress Tool data directly to service planning, providers can move from reporting outcomes to actively strengthening them.

Responsible AI in Pre-ETS Practice

Artificial intelligence is increasingly present in education and vocational rehabilitation. Effective AI, however, must begin with high-quality data and remain grounded in professional expertise.

Instructional Ideas builds on structured Progress Tool results collected across multiple Pre-ETS domains. It generates recommendations based on student-specific evaluation data; all content is designed to be reviewed, refined, and implemented by the provider.

The goal is not automation for its own sake. The goal is stronger alignment between documented student needs and the transition services delivered.
